Because of the support of our community, we are getting to work on important projects that will improve our student environments!

With the approval of the 2023 general obligation bond & additional funding, including mill levy funds, Alamogordo Public Schools will be able to invest in our older campuses lifting them to a higher level that is more comparable to our new schools.


Areas of investment include Safety & Security, Outdoor Learning & Playgrounds, Internal Learning Environments, Athletics, Technology and Building Systems.

This is just the start!

The $15 million general obligation bond that was passed by voters in May 2023 provides capital improvement funding for the next 4 years. Current SB9 & HB33 Mill Levy funds are also available and being utilized thanks to voter approval in 2018 & 2019 and renewed again in November 2023. Additionally, grant and other funding is utilized whenever possible to ensure the most appropriate and efficient use of funds available. As we move forward with projects a variety of important information is taken into consideration for which projects are chosen and when they will take place.


Key considerations for project prioritization include:


  • Security: Ensuring the safety of students and staff remains paramount.
  • Minimal Disruptions: Striving to minimize disruptions to the learning environment.
  • Value Maximization: Leveraging additional funding sources such as state grants and local resources.
  • Cost-Effectiveness: Rigorously vetting options to ensure the best value for investments.
  • Efficiency: Exploring economies of scale and the availability of local contractors.
  • Planning and Design: Accounting for permitting, architectural designs, and other logistical factors.
  • Needs vs. Wants: Thoughtfully balancing essential needs with desirable enhancements.

Big Thank you to Senators Burt & Griggs & former Representative Black for securing the funds to make this project possible!

The new Alamogordo Tiger Varsity Soccer Field is a 93,100 sq ft synthetic turf play surface. The project consisted of the demolition and removal of existing natural turf and irrigation, grading and laser leveling of the field area, installation of sub-surface drainage, and installation of the new rubberized and impact-resistant synthetic turf. The field was funded through a special legislative appropriation for a total cost of $1,285,558.95.

Team-based problem-solving and collaboration are key 21st century work skills that also help students learn and retain knowledge. In our new school, students and teachers will have the flexibility to work in this unique, flexible “Colab” space that is immediately adjacent to many of their normal classrooms.

The results of the geotechnical studies at the existing Chaparral site and the site proposed on Fairgrounds Road were found to be very similar. The building planning required to account for the soil composition at the Fairgrounds site is the same planning that is required at the existing Chaparral site, and no modifications to the land preparation were required with the relocation of the school to the original school site.

CMS Design Timeline:

  • November 19, 2020 - Hanglider Park Land Exchange approved by APS Supt. Perry and BOE
  • January 22, 2021 - Educational Specifications for CMS Completed and Approved by PSFA
  • February 12, 2021 - Procurement RFP Issued for Design Professional Services
  • April 21, 2021 - Design Professional Contract Approved by APS BOE
  • November 10, 2021 - 100% Schematic Design Completed by DP
  • January 24, 2022 - 50% Design Development Completed by DP
  • March 9, 2022 - Estimate of Probable Construction Cost was completed by DP at $66.5m
  • March 11, 2022 - 100% Design Development Completed by DP
  • March 12, 2022 - PSFA directed the Design Professional to develop cost savings strategies report for the project.
  • March 21, 2022 - PSFA rejected the Design Development submission due to the high Estimate of Probable Cost received. The Design Professional and each of their consultants were directed by PSFA to stop work pending a PSCOC decision to increase the award amount.
  • July 18, 2022 - PSCOC approved an increase to the initial MACC funding award from $27m to $37m
  • August 1, 2022 - PSFA directed the Design Professional to proceed with project redesign to lower construction costs from $66.6m to $37m to adequacy
  • August 22, 2022 - Per PSCOC and CID direction, PSFA directs the Design Professional to initiate a 100-year flood study of the Fairgrounds Rd. site.
  • December 7, 2022 - Design Professional completed the redesign of the building footprint and site plan and provided it to the Civil Engineer to enable them to complete the 100-year flood study.
  • March 3, 2023 - 100-year flood study completed and submitted to PSFA and APS with probable mitigation cost analysis, including an additional $2.4m to construct required fill, burms, rip-wrap, and channels on adjacent properties.
  • March 4, 2023 - APS directs the Design Professional to develop additional, lower-cost mitigation solutions for the 100-year flood issue
  • May 1, 2023 - 25% Construction Drawings complete. Civil Engineer redesign of stormwater mitigation cost lowered to $1.8m
  • May 2, 2023 - PSFA directs that no additional design work may be completed on construction documents until legal easements and right-of-ways have been secured for use of adjacent properties
  • May 10, 2023 - APS directs Design Professional to develop a memo containing the cost and time implications of relocating the project to the existing College Ave site.
  • June 21, 2023 - APS BOE votes to relocate new CMS back to existing College Ave. site.
